Yes, you need to complete your graduation first to appear for CAT exam. It's good that you have planned in advance. Just start preparing for CAT from your second year at B.Com. I am afraid your 76 percentile is quite low to get admission in any NIT and especially in CS branch. If one understands the percentile, then it is clear that 24% of almost 13 lakh students are above you. But then there could be some dynamics in admission process which may enable you to get admission somewhere.
