Yes, Faculty of Architecture AKTU (FOAP AKTU) was originally part of the Government College of Arts & Crafts since 1911 but separated as a publically funded state college in 1976 before it became a constituent of Dr. APJ Abdul Kalam Technical University which is a Government University.

Students with a state rank up to 10,000 have a good chance of getting a government college via UP BEd JEE, although this depends on the category, availability of seats, and college choices during counseling.
