No, you can't join the Government College of Engineering, Ratnagiri, without an entrance examination. The college offers BTech at the undergraduate level. Admission to the course is purely entrance-based. Hence, students must ensure that they appear for he accepted exam i.e., MHT CET and secure a non-zero positive score in the same. Though the college admits students directly in the second year through the lateral entry, the process is still carried out via CAP.
