Hostel fee is only for providing the hostel facilities. It doesn't includes the mess/food facility for that you have to pay some extra fees (Currently mess fees is around Rs. 15,000 per semester).

If you are getting Government college through your UPTU rank then I will suggest go and catch that opportunity and don't even think about B.Sc. But If you have low rank in UPTU then you should opt BHU because in BHU you will get to know lots of things and research oriented knowledge by which you can perceive your career as researcher, teacher. Chemistry department of BHU is one of the most famous Chemistry department of India. Rethink on this and then decide.
