The eligibility of NCHMCT JEE 2018 is passed or appearing for 10+2 or equivalent. You are not eligible to appear for NCHMCT JEE exam 2018. You will be eligible for this exam in the year 2020. Before that you are not eligible for this exam. Also, English is a compulsory subject for this exam and student should have passed in English. Yes, you are eligible. Those who are appearing for 12th board exams can apply for NCHM JEE 2018. Application forms are available in the nchm.gov.nic website.

Yes, you are very much eligible to study BHM course if you have completed your +2 from NIOS board as NIOS board is also considered as a recognised board.
However, below I have mentioned the eligibility criteria for pursuing BHM course.
Kindly have a look at it.
Eligibility criteria for BHM course:
Candidate must have passed +2 level of examination from a reputed Institute
English should be one of the main subject in +2 level
Candidate's age (General and OBC) should not exceed more than 22 years at the time of applying for the course
