If you are good in programming skills then you may do Oracle development and DBA courses and certification. If you are not good at programming then networking will be a better option.

Both the certifications are more of the technical side. If you have no interest in MCA, then maybe it is difficult for you to understand them better. MCA is not really required for networking certification.

Database Developers are responsible for planning, managing and maintaining database management systems. If you do any of computer science or IT graduation degree such as B.Tech, BCA, MCA etc, you will able to get skills to be a database developer as part of degree syllabus in RDBMS courses. There are multiple computer education/ training institutes which offer courses on database development. Once you have basic knowledge after undergoing course, it is advised that for a good career as Database developer, you can work to get certification such as: Oracle Certified Associate: PL/SQL Developer.
