Yes, you can enter PAU for B.Tech without your JEE marks. You have to give their CET (Common Entrance Test). The last day for the same is 11th May and with late fees its 18 May.

You can study further studies in Agricultural Engineering, there are many universities, many programs and many specializations. If you want to do research you may opt for MSc/PhD. Scope is good in countries like Canada, Netherlands, Japan etc. Everywhere the admission requirements are different. And if you want to study abroad prepare for study abroad entrance exams.
