PGDBM is a PG course not a graduation. It is also surprising that you have been able to pursue PG despite having a graduation degree. Generally, the highest qualification is considered. However, if you still need graduation then you need to apply through distance. You are eligible for a distance programme of UG, but it will take you at least 3 years to complete the same.

Hello Avinash, The candidates can apply for UGC NET exam on the basis of their post graduation subject. As you say you have done M.A. In Personnel Management and PGDBM, according to this you can appear for the NET exam in UGC NET Labour Welfare/Personnel Management/Industrial Relations/ Labour and Social Welfare/Human Resource Management and UGC NET Computer Science & Applications.
