You can pursue sociology programme, as Bachelors degree, and do photography course side by side as your hobby. Accordingly you can pursue your professional degree and hobby too.

The technical line then opting electrical engineering would be a good idea. But if you are creative and passionate about photography, then you can opt for B.A. In photography. But I would personally suggest you to go for electrical engineering as you can always switch to photography afterward if nothing works out. However, doing vice-a-versa would be difficult.

Initially start from learning the basic things from youtube. Once you get an idea from the videos you can then enrol yourself for online courses from coursera or Edx.

You may also graduate in some professional course like Journalism and Mass Communication and then pursue Masters in that. If you have some other options for your career and photography is just your hobby, then Diploma will be alright. But, always remember to set yourself in any field, you must get a degree course. If it is just a hobby and you want to polish your photography skill, then you can go for Diploma or certificate course. Hope my suggestion will help you.
