What is your location? Few institutes in my knowledge who have courses under 50K are follows:
1. St. Paul's Institute of Communication Education, Mumbai
2. Thadomal Shahani Centre for Media and Communication
3. Indian School of Media

See there is no such colleges are available for a photography course. But private institutions are available for your said course. Go for graduation on B. M. or B.J. M. C. and learn photography side by side. Practice and Masters yourself into this art.

See you need to just learn the aspects of photography, If you're working for a wedding planner then they will provide you camera to click pictures and in event you need to have your own camera, but sometimes event planners also provide you with a camera.

The fee structure depends on the institutions. As far as I know, the average fee structure is between 15K-30K for photography course.

Visual communication and mass communication both have similar study pattern but if you're into filmmaking then I would suggest you go for visual communication.

See, the art is all dependent on how good you're in that, so go to any nearby institute to learn basic principals of photography and masters yourself in this art. There are lots of jobs available in the market for a photographer.

There is no such particular college for photography, you have to join any institute nearby. Photography is an art so all you need is to learn basics of photography. Please let me know your location, I'll suggest you good institute for you.
