Yes, you can still apply for B.Ed. Many colleges have entrance for B.Ed admissions. For PTET, you must have a teaching experience of 1-2 years through B.Ed or some education Diploma like D.El.Ed, DIET, etc.

It will be available after result declaration. After result, you have to go through the counseling procedure for getting a seat in college. So, preferences will be there on counseling portal.

Yes, B.Ed Degree is valid in anywhere in India for any govt exam. It doesn't depends on PTET.
