RGPV admission to most of the courses is primarily entrance-based. However, the university does offer a few courses, admission to which is completely merit-based. Hence, candidates can certainly get admission to RGPV courses without an entrance exam, given that they are seeking admissions to programmes with the merit-based selection.

Choosing between DAVV and RGPV for BTech depends on your priorities:
DAVV: Generally better reputation, potentially higher average placement packages, and a more centralized campus experience (for IET-DAVV). But it has Fewer BTech specializations compared to RGPV.
RGPV: Offers a wider range of BTech specializations, potentially lower fees (as it's a state university). Moreover, Might have a less established reputation compared to DAVV, and the quality of education can vary across affiliated colleges.
