Yes, transfer of college is possible if the university studying currently gives a No Objection Certificate. Also, its important that the college wanting to enter by the candidate accepts the admission, which also depends on their intake.

Is it mandatory to have 50% in 12th boards and 75% in JoSAA for this course? The same has been mentioned on the website of SPA Delhi.

Yes, you need to follow JOSAA website criteria. But, for taking admission in that particular institute, they may allow 50% also. But, you need to appear via JOSSA, so minimum criteria is 75% marks. Best of luck.
