Hi,
Yes, transfer of college is possible if the university studying currently gives a No Objection Certificate. Also, its important that the college wanting to enter by the candidate accepts the admission, which also depends on their intake.

Yes, you need to follow JOSAA website criteria. But, for taking admission in that particular institute, they may allow 50% also. But, you need to appear via JOSSA, so minimum criteria is 75% marks. Best of luck.
