IUCAA Ph.D. Programme
To be admitted to IUCAA's Ph.D. programme, you must first appear for either the following two tests:
Jont Entrance Screening Test (JEST) [ http://www.jest.org.in/ ]
IUCAA-NCRA Admission Test (INAT)
Eligibility:
The academic year at IUCAA begins in August every year. Students, who expect to complete their M.Sc. (in Physics / Electronics / Astronomy / Applied Mathematics) or B.E. / B.Tech. / M.E. / M.Tech. degree (any branch) by August are eligible to apply. After 12th, you have to finish graduation to get into this elite organization. Bachelor degree in any science, engineering, commerce, or Masters upto Ph.D. You can do, but basic qualification is Bachelor degree to get a good job.

As such, there is no percentage criteria to apply for M.Sc. in Chemistry. All you need to have is a B.Sc Chemistry with mathematics as an allied subject.

6.6 CGPA is a not a very good score to apply into a MS Computer Science program in Canada. Around 75% is required. Additionally, a very strong research oriented profile is required. You can check this link and check the requirements and apply to universities that match closely with your profile:

Hi Abhinav,
Admission requirements vary from university to university. Since, you have a PG you should be eligible since most MPH degrees require applicants to either hold a PG or have some work experience. Additionally, you must take GRE or MCAT and IELTS or TOEFL. You have to check these requirements on university websites and prepare accordingly. Famous schools for MPH include John Hopkins University, Brown University, The University of Arizona, University of California at Berkeley and so on.
