Without entrance exam you cannot enter into any good B-School, so keep that in mind. While talking about M.Tech or MBA, both have their own advantage. You yourself is the best person to decide that what suits best to your career goals.

The cut-off for 2018 admissions has not yet been announced but a minimum of 60% percentile would make you eligible for form filling and even shortlisting to next rounds of admissions.

Go for PDPU. Forget about Balaji. SPM's average package is more than Balaji. Also, college has better ranking than Balaji.
