The cu-toff varies every year according to the number of students applying for examination and number of seats available. It would be advisable that you get in touch with college authorities/official page directly for accurate cutoff.

Can we get a 'B' category seat in CBIT with jee mains rank 20k? Is the fees of the seat as same as convenor quota?

As of last year's stats (2016), you can definitely bag a seat in CBIT.
The fees of the JEE Mains seat and convenor quota seat is same.
