No, NEET is not mostly mandatory in order to get admission to most of the paramedical courses in Uttarakhand. If you're hunting for a decent government college in Dehradun for a BA, Government Degree College, Dehradun is a pretty chill option. It's a regular 3-year full-time course with around 280 seats, and you'll find all the usual humanities subjects there. The entry requirements aren't too wild; just pass your UK board 12th or equivalent, and you're good. Admission's mostly merit-based, so just keep checking the state education portal for updates and cutoffs.
