You can take admission in civil engineering either you have a Diploma in civil engineering or you have passed 12th class with PCM. You can't take admission directly after 10th class. All the best.

The minimum marks you are required to get into VJTI in 2nd year lateral entry is 60% in your Diploma. Admission will be based on availability of seats and merit.
