Hope you are doing well, now coming back to the question, Yes you can transfer from one college to another college in the second year of B.Com course but you have to continue your studies under the same University. If you want to take admission in the another university then it is not possible.

Some of the entrance exams for B.Tech Biotechnology are JEE Main WBJEE JEE Advanced KCET etc. MMMUT Round-5 seat allotment and display of seat allotment result for B.Tech Admission 2022 will be released on 16 Oct 2022. CSVTU B.Tech counselling registration & DVC for 2nd round will starts from 17 Oct

Hi, If you have failed to appear in your 3rd semester, then you won't be able to continue from the same semester as per NEP. But if you pay the fees in one year, then you'll be declared failed in the semester and can give re exams in the next semester.
