What is Bihar Post Matric Scholarship

Bihar Post Matric Scholarship is a state scholarship for students who have passed 10th Class and are studying further. Students of BC, EBC, SC and ST categories can apply. The Education Department, Government of Bihar runs the scheme. Applications are taken online only, on the PMS online Bihar portals.

The money comes to a student in two parts. The first part is the fee. The scheme pays the tuition fee and other fees that the college takes as compulsory. The second part is a monthly allowance for study costs. It is paid every month during the course. Both amounts go straight to the student’s bank account through DBT.

The course and the college both have to be recognised. Students in colleges linked to Patna University, Magadh University and Lalit Narayan Mithila University can apply on this basis. School students in 11th Class and 12th Class are also covered, because the scheme starts right after 10th Class. No fee is charged for applying.

Bihar Post Matric Scholarship Eligibility Criteria 2026-27

The conditions below come from the BC and EBC scheme document. SC and ST students should confirm their category conditions on the SC/ST portal before applying.

Basic Eligibility Conditions for Bihar PMS

A student has to meet all of the following conditions.

  • Permanent resident of Bihar

  • Belongs to a notified BC or EBC category of Bihar

  • Annual family income up to INR 3,00,000 from all sources

  • Passed 10th Class or higher from a recognised board or university

  • Course and institution both recognised by the competent authority

  • Studying in an institution located inside Bihar

Family Income Limit and How It Is Counted

Only the income of parents is counted while they are alive. Income of an earning brother or sister is not added. For a married female student who is not employed, the husband’s income is counted. If both parents have died, only the guardian bearing the education cost is counted.

House Rent Allowance exempt under the Income Tax Act stays out of the total. If a parent’s death brings family income within the limit, eligibility starts from the month of death, and such applications may be accepted after the deadline on compassionate grounds. For a course longer than one year, the income certificate is needed only once at the time of admission.

Students Not Eligible for Bihar Post Matric Scholarship

The scheme does not cover the cases listed below.

  • Students changing subject at the same level, such as Inter Arts after Inter Science, or M.A. in a second subject

  • Students taking a second professional degree, such as LL.B. after B.Ed.

  • Medical PG students allowed private practice, and MBBS interns drawing a stipend

  • Students already receiving another scholarship or stipend, since only one can be chosen

  • Students under training at government aided pre-examination coaching centres, during the coaching period

Free meals, book grants and one-time aid do not block eligibility. A student who joins a technical or vocational diploma or degree after B.A., B.Sc., B.Com or a master’s course stays eligible. Distance and correspondence learners, including those enrolled at Nalanda Open University, get only compulsory non-refundable fee reimbursement plus INR 900 per year as book allowance.

Bihar Post Matric Scholarship Renewal 2026-27

Bihar Post Matric Scholarship renewal is compulsory every year, even though the scholarship is payable for the full course duration. Good conduct and regular attendance are checked. A Group A student failing for the first time gets one relaxation.

On failing a second time, the student bears the cost until promotion. If an exam is missed due to illness, renewal is allowed on a medical certificate verified by the head of the institution. Students promoted under carry-over rules stay eligible. On renewal, payment continues from the month after the last payment.

Using a fake certificate or a false declaration leads to cancellation, full recovery of the amount and permanent blacklisting. Changing the course or institution without permission stops the scholarship.

Bihar Post Matric Scholarship Contact and Helpline

The nodal office is the Directorate of Secondary Education, Education Department, Government of Bihar. For application level problems, students should contact their District Scholarship Committee. Portal notices and instructions are published on the category portal itself.
