Your question is not enough. If you want to transfer from one to another Polytechnic after completing Ist year, then you can go for it. Transfer between the state polytechnics are very common. Hence, ask your principal and submit your transfer

It is somewhat correct. However, 5% of seats are filled through the Institute level quota. The eligible students of other education boards can be availed this quota. These seats are filled ups by the concerned Polytechnic college.
