If you choose CBSE, the difficulty level is much lesser than that of ICSE. So choose the board on the basis of the pressure you are willing to take.

Yes, you will be allowed. Pre-boards are a preparation for your board. Even if you do not perform well in pre-boards, it will still give you an idea on how to prepare for your boards.
