Government Aviation Training Institute, Bhubaneshwar and National College of Aviation, Chennai are geographically located far from each other. Although, both have had a history of training candidates for Commercial Pilot License Training Course, but the placements are not that good when compared to some premier institutes which are functional in India at present.
In my view, at present National College of Aviation, Chennai is a notch better than Government Aviation Training Institute when compared in terms of Fleet and Instructors availability.
The infrastructures are although similar and Navigational Aids availability is also good at both the places. You may choose any of them depending on the time of year you choose to start your course, so that wind conditions and visibility issues do not become a constraint in your training.
Further, to continue my point, my personal advice is to look for institutes like IGRUA or CAE Gondia. So that placement assistance is assured.
Many airlines are also running cadet pilot programmes, which are also a good choice at this point of time.

No, it is not compulsory to take CAT exam, but it is compulsory for taking admission in a reputed college for placement. This only happens when you want to do MBA otherwise it is not compulsory.
