Congrats on your MAT score. Yes, you are eligible for applying to PSGIM. You have to submit an online application in PSGIM Website then you will be called for an interview. If you perform well you will get selected. Also you can try

The percentage required for OC students varies from year to year based on the range of scores obtained by all students in TANCET exam. Last year, it was 90%.

TANCET's cut-off mark for MBA in PSGIM was 30-34 approximately. Mostly, the availability of seats will depend on the TANCET ranking.
