UGC Guidelines on Final Year Exams 2020: Delhi HC asks UGC to give clarity on mode of exams
Delhi High Court has asked UGC to clarify that can final year examinations by the universities be conducted based on Multiple Choice Questions (MCQ), open choices, assignments and presentations, instead of long-form exams.
Delhi High Court has asked University Grants Commission (UGC) to issue a clarification regarding the mode in which the Final Year Exams 2020 will be conducted for University and College students in the coming months. Delhi High Court asked UGC to give clarity to students if the final year exams will be based on Multiple Choice Questions (MCQ), Open Choices, assignments and presentions, instead of long-form exams. Justice Prathiba M Singh who was hearing the case asked the UGC to explain the import of its guidelines that it had issued in April, where it mentioned the type of examination that can be conducted by a college for final year exams. The next hearing on the matter will be on July 24.
Delhi High Court was hearing a plea filed before it challenging the University of Delhi decision to conduct Open Book Examination (OBE) for the final year Undergraduate courses which will be in long-form exams. The University of Delhi counsel informed the High Court that it is holding the online exams as the UGC guidelines make it mandatory to conduct the final year exams. Delhi High Court has sought clarification from UGC regarding the modes in which the Final Year Exams 2020 can be conducted for the college and University students.
During the hearing, UGC said that it is important for final year students of college and universities to appear for the final year examinations. It further said that the guidelines issued by it do not allow promotion of final year students on the basis of internal assessment, as doing so will put the credibility of the education system at stake.
UGC Guidelines have made it compulsory for all universities to hold final year examinations for its students on or before 30th Sept, despite the on-going pandemic and the rising number of Coronavirus infections. In fact, as many as 7 state governments have already announced cancellation of university exams, including exams for final year students, in their respective state-run varsities.
