UGC Orders HEIs to Strengthen Student Mental Health Support and Campus Safety Measures

UGC Guidelines: The University Grants Commission has issued new guidelines asking universities and colleges to place student mental health, physical fitness and emotional well-being at centre of campus life. The aim is to create a safe, supportive and healthy environment for students studying in higher education institutions (HEIs). The new framework is in line with goals of National Education Policy 2020, which focuses on holistic development of students and the need for strong support systems in universities.
Focus on Strong Support Systems for Students
According to UGC guidelines, universities must provide mental health services, career counselling and support to students. Many students experience academic pressure, stress, peer influence, behavioural issues and career-related anxiety during their university years. The guidelines aim to help institutions address these challenges effectively.
Universities have been asked to create structured systems and clear procedures to protect students from physical, social or cultural threats that may affect their mental well-being. The goal is to ensure that students can study in a safe and welcoming environment.
UGC also noted that campuses should already have security measures such as controlled entry points and protected spaces, including hostels, libraries, cafeterias, playgrounds and other student activity areas.
Student Services Centres to Provide Counselling
One of the major recommendations is establishment of Student Services Centres (SSC) in every higher education institution. These centres will act as dedicated support hubs for students dealing with stress, emotional difficulties or adjustment problems. The SSCs will provide support through several methods, including:
- In-person counselling sessions
- Online consultations
- Group discussions
- Telephone helplines
Each centre will have trained counsellors and mental health professionals who can understand students’ concerns and provide timely guidance. The centres will also keep records of students who may need additional emotional support, allowing institutions to identify issues early and introduce programmes that build resilience and reduce dropout rates.
Encouraging a Positive Campus Environment
UGC has also advised universities to build a positive and engaging campus culture. Institutions are encouraged to promote academic activities, cultural events, internships and community engagement programmes. These opportunities can help students discover their interests, develop confidence and maintain healthy balance.
Importance of Physical Fitness and Activities
The guidelines highlight that physical fitness plays an important role in mental health. Universities have been encouraged to promote sports, exercise, yoga and other physical activities among students. Institutions should also strengthen platforms such as NCC, NSS, and sports councils while ensuring proper facilities like gymnasiums and sports infrastructure. UGC recommends that students participate in at least one hour of physical activity daily to support both their physical and mental well-being.
