No. He will not be eligible to participate in the counselling. According to the official information brochure for INI CET candidates have to score the minimum cut off to qualify for the exam. The minimum qualifying cut off varies for each category. No. You can't change preferences of choice for round-2 INI CET counselling. Seats are allotted based on already declared choices in round-1. It must be noted, choices have to be declared and locked in the given deadline otherwise it will get locked automatically.
