University Grants Commission has issued a public notice advising students not to take admission to two โ€˜unrecognisedโ€™ institutions operating in Kerala. The UGC in its notice has stated that the Open International University for Alternative Medicines and the National Board of Alternative Medicines are not authorized to offer courses.

The UGC notice states the two institutions are self-styled institutions, as taking admission in such self-styled institutions may jeopardize the career of the students, therefore the general public, students, parents and other stakeholders are cautioned โ€˜NOT TO TAKE ADMISSIONโ€™ in Open International University for Alternative Medicines and National Board of Alternative Medicines.

The notice reads: โ€œIt has come to the notice of the University Grants Commission that Open International University for Alternative Medicines, 60, Mela Chetty Street, Kuttalam 609801 and National Board of Alternative Medicines, 60, Mela Chetty Street, Kuttalam - 609801 are offering various degree courses/ programmes in gross violation of the UGC Act, 1956. The Section 22 of the UGC Act, 1956.โ€

The UGC Act states that the right of conferring or granting degrees shall be exercised only by a University established or incorporated by or under a Central Act, a Provincial Act or a State Act or an institution deemed to be a University under Section 3 or an institution specially empowered by an Act of Parliament of conferring or grant degrees.

Whereas, "Open International University for Alternative Medicines" and "National Board of Alternative Medicines" are neither enlisted under Section 2(f) or Section 3 in the list of Universities nor empowered to award any degree as per Section 22 of the UGC Act, 1956.

Further, as per the provision stipulated under Section 23 of the UGC Act, 1956 "no institution, whether a corporate body or not, other than a University established or incorporated by or under a Central Act, a Provincial Act or a State Act shall be entitled to have the word "University" associated with its name in any manner whatsoever.
