AME is off total 3 years course in which you clear the DGCA papers, but after doing diploma too it would be of 3 years only.

You can become a commercial pilot at any age. There is no age restriction. In addition, NIOS students are absolutely allowed to apply for CPL.

If you are enrolled for CPL the basically PPL is not of any use.
SPL shall be issued for you to start and finish your flying as a cadet.
They will train you with ground classes for all such examinations.
SPL is issued by flying school and PPL is issued by DGCA.
Since you will be aiming for CPL than there's no need of wasting money in getting a PPL issued.
