Most of the good actors in Bollywood are from Film and Television Institute of India, Pune (FTII) and National School of Drama (NSD). Therefore, best options for becoming an actor is to join any of these two i.e. FTII or NSD.

To become an actor, you can join acting schools after completing class 12th. You need to learn the skills, master them and then you are industry ready. But, make sure that you put your 100% efforts, as film industry makes you struggle a lot, if you don't have good contacts.

If you want to become an actor, then why you want to prepare for civil? If you want to become an IAS just for money and power, then I would suggest you to go for acting instead of IAS because you don't have real passion to become an IAS.
If you have real passion and you want to become an IAS for the social development, then you will really love your job.
