IITs are the best in technical education in India, be it engineering or architecture. IIT-Roorkee is one of the best among the IITs. This institute has instituted Masters in Architecture. As mathematics and technical drawing are the important subjects in architecture. IITs are the best in it. Placements in IIT-Roorkee are also good, many engineering and design, manufacturing, robotic designing and IT companies visit the campus.

Civil engineering and architecture are different fields that cannot be compared as such. Architecture is more of creativity and civil is the application part of that creativity. So, opt for a field in which you have a keen interest. Though in terms of scope in the government sector, I would prefer Civil engineering over architecture as per the current scenario.
