The fee of both section is different, The fee structure of B.Com under grantable section for year 2020-21 is given below.
(i) FY B.Com : Rs 5805 for open category and 2935 for SC/ST/OBC/SBC/VJNT
(ii) SY B.Com : Rs 5185 for open category and 2535 for SC/ST/OBC/SBC/VJNT
(iii) TY B.Com : Rs 5360 for open category and 2810 for SC/ST/OBC/SBC/VJNT
The fee structure of B.Com under non grantable section is given below.
(iv) FY B.Com : Rs 8005 for open category and 2935 for SC/ST/OBC/SB

Yes, you can apply for admissions without taking any national entrance exam like CAT / MAT in institutes like SOIL (Gurgaon), IBS and many more. At SOIL they do ask you to take an online test called STAT SOIL Talent Appreciation test, but it's more to evaluate your entire profile and try to understand each applicant as an individual with their strengths and weaknesses. The approximate cut off for the BA course is 89.20% and the cut off for BCom is 92%.
