Is there any specific university you have in mind? A lot of universities are open with their admissions. Since each university has their own eligibility criteria, entrance /admission process, I suggest you view the details of applying for the same on their website. IILM University offers Merit Cum Means Based Scholarship to all deserving candidates thus attracting the brightest of the minds. The scholarship will be a tuition fee waiver on the recommendation of the admission committee. This scholarship is announced at the time of admission.

The admission criteria of RNSIT for MBA programs is given below.
Admission criteria : Any graduate from a recognized university in India (recognized by the association of Indian University(AIU), or a foreign university considered equivalent, with a minimum of 50% aggregate marks (45% of aggregate marks for SC/ST and category 1) in the qualifying examination is eligible to apply for the admission. (50%) will be filled by the government of Karnataka based on the PGCET examinations conducted by central post graduate admission committee (CPAC).

Yes, B.Com is available in Punjab University and you need minimum 50% to get admission.
