Yes. You can apply. Eligibility required for B.Com in NSOU:
*Candidate must have passed 10+2 Examination or equivalent from a recognised board are eligible.
*Candidate must have Passed BPP with PSO from NSOU / Passed 10+2 in Vocational Courses from a recognised board are also eligible.

Yes, you can appear in the UGC NET Exam, as you have completed your Post-Graduation. But you cannot appear under Management. As per the rules by NTA a candidate can choose the subject for UGC NET in which they have completed their Masters. In your case you have completed your Masters in commerce so, going with the rule you have to choose Commerce subject, not Management. NTA conducts UGC NET twice in a year in the month of June and December. For June session, application window has been closed. But you can go for the December session. NTA will soon update all the related details.

No, there is no options for that. After your graduation, whatever the stream you studying, you can take admission in LL.B. Though you may take Pre-law course after intermediate.
