Yes, you can apply for it but keep in mind to go through the cutoff of the college for B.Com.

Hi Geetha,
You can surely enrol for distance B.Com from Karnataka State Open University or any other distance education institute, but you will have to start from the beginning. You cannot enrol for the 3rd year directly.
