No, IITs don't offer BSc Aeronautical Science but there are aeronautical engineering programs offered by IITs. Only those candidates who have PCM as their core subjects in class 12 are considered eligible for this course. Without Mathematics, one cannot pursue their career in the aerospace industry as the foundation of aerospace industry lies in maths.

As such there is no age limit specified for the candidates. You must clear 10+2 with PCM as core subjects having a minimum aggregate of 50% from a recognised board. There is a 5% relaxation for reserved categories such as SC/ST/OBC etc.
