To get admission in B.Sc Agriculture in pantnagar university the eligibility criteria requires completing 12th class from Science stream in PCB (physics, chemistry and biology), so if you have completed your 12th with arts stream then there are very less chances of you to get admission in B.Sc. Agriculture.

The cut off is very unpredictable, it increases every year. The cut offs change every year. They're a bit different for different categories (General,OBC,SC/ST etc) and for students coming from various boards (state,cbse). Though the cutoff varies on caste categories and also if the candidate is outside Maharastra or within the state candidate.
