Yes, you can pursue your degree courses through distance mode. IGNOU and Department of distance and continuing education (School of open learning) DU are the best options.

If you are pursuing political science and you have not studied this subject then there will be a deduction of 2.5% from your best 4 subjects marks, check against the cut-off released by DU.
If you change your stream then 2.5% is deducted from the best 4 subject's percentage. If you add physical education in best 4 subjects then also 2.5% will be deducted. For further information regarding deduction, visit DU website.
