No Indian students do not need private medical insurance to study in UK assuming duration of their course is 6 months+ and they hold UK student visa.

Students needing UK study visa for higher education in country are required to pay mandatory fee worth GBP 776 per year, in the form of Immigration Health Surcharge or IHS. This gives students, access to the UK's National Health Service (NHS), which takes care of all emergency medical needs. 

Students are advised to register with a General Practitoner or GP, upon arrival in the UK, which deals with most general health problems.
