Yes, you can as you have completed your Bachelor's degree. In order to Pursue MBA in USA, you must clear GMAT exam. TOEFL is widely taken English test accepted by most of the Universities all over America but now days some universities are also accepting IELTS and SAT scores to grant admission to overseas students. Specialization in HR and Finance is completely different. First of all it depends on your interest level. HR is all about human resource where you will learn about employee relations, labor laws, training & development, recruitment etc. Where as in finance you will get to deal and handle the financial part. As mentioned by you that you are from humanities background, ideally you should opt for HR. But at the end it's all your decision as per your interest level so that after your education you can land up to that career where you can enjoy and love your work. If you want to do MBA from US after graduation, you have to give GMAT exam, TOFEL/IELTS exam. But the main compulsion is that you have minimum working experience of 2 years after the graduation. So, all the best for future.

You could try for Executive MBA and specialize in Finance and take anyone topic further and to look up a little further, Ph.D can be one of your options.
