No , it's not compulsory to use that sim. It depends on you which sim you want to use. Some of the students from our batch had not taken that sim.

Yes, there are proper rules for in and out time and you will be briefed about that by the hostel warden and same will be mentioned in student handbook which will be given to you on you first day by admin department.
