I think they will charge a few % of your fees as a nonrefundable amount and the left amount will be refunded.

This exam is perhaps a must for lateral admission. However, some colleges may admit students in the lateral mode under the management quota without this exam. In such cases, no NOC is required from any board. Your diploma certificate is enough.
