Some universities may allow you to apply during your final year and admissions will depend on your final year results and other condition, but most universities will want your final year marks. It is the best you check with the universities directly first. Email them.

It's nice know your dreams of doing MS in Canada. The whole process normally takes about one year. I would advise you to contact a local agency dealing with sending students abroad since there are many nuances to this issue & it's perhaps outside the scope.

The application process needs to be started a year ahead of the intakes. If you plan to enroll in the September 2018 intake, your application must be submitted by 2017, check the deadlines on the university websites. However, you cannot apply without your final year grades. I will, therefore, advice you to check with the universities firstly about the specific rules. Also, check for the 3-year degree acceptance by the universities. Options will be limited. Keep checking other countries too.
