Chemical Engineering from ICT is definitely very reputed. VIT Vellore is good too and will give you a lot of exposure as you will be in a hostel and be surrounded by people from each and every part of the country. ICT is better but VIT is better with respect to the experience.

Hello, You have said that you just entered class 12th so, you have 1 year so try to complete your syllabus soon and then revise your class 11th portion and then appear for JEE Mains and try to appear for BITSAT because BITS Pilani is a really good college other than IITs. All the best.

Apart from IITs, next best are NITs (Surathkal, Warangal, Trichy, Rourkela and Jamshedpur). BITS-Pilani/Mesra are also good institutes. Other good institutes are Thapar University, Delhi University, Manipal and SASTRA. Do check the below link as well:
