They provide you with Utensils (Cup & Plate) and without that they won't give you snacks and if you lost them they will charge you a fine. They won't allow you to take food to your room you are allowed to take food in a mess only.

You can join one programme at a time. But there are many curricular activities in Campus itself. It is impossible to join two programs at one time it will definitely affect your academics.
