Yes,you can go through EAMCET exam, which is an entrance for Btech within the state level in which you apply in, and there is always a deadline for application so try to apply with in the deadline time.

After the ITI course, the student can pursue a diploma course through lateral entry, which will take three years to complete. The second step is to sit for JEE Advanced after completing the Diploma course, after which the student is eligible to get admission in the IITs. If this method does not work, then students can use the lateral entry scheme in state engineering colleges. As the student would have already completed the diploma course, the B.Tech programme will be completed in three years.

One cannot determine the cutoff as each paper is different. The difficulty level of the paper vary year to year if the paper is easy cutoff will be high and if the paper is hard cutoff will be less.
But on an average if we look on an average if your rank is under 180 you can get CS.
And if your rank is under 400 then there are chances for IT.
You can surely confirm your seat prior the results.
