Based on the information provided by you it is unlikely to get seat in NIT Hamirpur. The JEE Mains cutoff is generally higher than that of 73 percentile, even with state quota and being SC category. Therefore, it is best to look for alternative options such as applying to state university council or retaking the exam to improve your score. With this rank of 1.5 lakh, you will not be able to get any of the branches that is available in NIT Hamirpur. You should look for another NIT or IIIT.
As per the available data on the Josaa counseling, last year cut-off was only 20,000 rank for OBC home state quota.
You can apply for TES for SSB otherwise you can also apply for Indian Navy 10 + 2 b Tech based on Jee Mains scorecard.
