It will be hard for one with a NEET score of 400 to get an MBBS seat in government colleges in Hyderabad, as the cutoff of government colleges in Hyderabad will be way above 400. You can still get admission in private or minority colleges with management quota or reserved quotas (depending on your category and the available seats under Telangana state counselling).
