Yes, you can surely apply for a Master's in Interior Design if you don't even have a B.Des in Interior Design.
Many colleges accept students from different fields as long as they have a relevant bachelor's degree like Architecture, Fine Arts, Design, Civil Engineering, or any 10+2+3 degree.
So yes, it is totally possible you don't need a B.Des specifically to apply.

Yes, after completing 12th grade you can do this course. You can choose between the B.Sc and B.Des courses according to your preference. Students from any 10+2 or graduation discipline from a recognized board or university, with a minimum aggregate of 50%, can apply for the entrance or admission process for any design course.
You can also opt for a 1-year Diploma course in Interior Design.

B.Des is a 4-year course and B.Sc is a 3-year course. In 4 years, you get more technical things to learn, and in B.Sc you get fewer skills to learn. For example, if we talk about software, a 4-year course has a higher number of softwares to learn as compared to a 3-year course.
