The eligibility criteria of most of the B. Des courses offers NIFTs and NID is 12th in any streams. So In my opinion you are eligible for B. Des courses. Further NIOS board is valid for pursuing the higher studies courses.

You have not written about the college. However B.Des Product Design course can be joined after 12th in any stream.

Yes you can apply. There are very few colleges in India admitting students in B. Des in automobile and transportation design on the basis of engineering Diploma courses. SID Pune is one of them.
