There is no any entrance exam for B.Ed regular or correspondence in MDU. They give admission on merit basis through online. Minimum 50% in either graduation or Masters is the only criterion.

You can pursue B.Ed through distance education but you need to have at least 2 years of work experience. But before choosing any university do check the eligibility criteria.

Sorry, it is not possible to apply for both the degrees at the same time. After Ph.D, you will get a good job in many colleges and universities. So, there is no need to do B.Ed.
